What part of government would these interest groups lobby?

It would be in the legislative branch (Congress). But would concentrate on the committees where all legislation begins. Groups looking for money, would lobby in the House where funding bills originate, and in appropriations committees. . Otherwise they would lobby individual congressmen in the committees that would benefit their cause.
