Is this punishment to harsh, or fair?

I commend you for this. She did something wrong and you are taking the proper steps. Your daughter will learn from this and will work her way up to get back the cell phone and internet privileges. Next time, she will think twice before doing anything that can get her into any trouble. I would have done same.
